State Opioid Response (SOR)
Expanding access to life-saving recovery services
At Western Tidewater Community Services Board (WTCSB), we believe that financial barriers should never stand in the way of recovery. The State Opioid Response (SOR) program is a vital initiative in Virginia that helps us expand our reach, providing the resources necessary to offer comprehensive care for opioid use disorders and other substance use challenges.
While “SOR” is a technical term for a federal grant, for our community, it represents a commitment to closing gaps in care. This funding allows WTCSB to increase access to evidence-based prevention, treatment, and recovery supports for those who might otherwise struggle to find help.
How SOR supports your care at WTCSB
SOR funding is specifically designed to support the “continuum of care.” This means it helps fund the professional staff and programs that stay with you from your first day of treatment through long-term recovery. At WTCSB, these resources are used to provide the same high-quality, person-centered counseling and support offered across our agency, with a focus on those facing opioid or stimulant-related challenges.
Through the support of SOR, we are able to provide:
- Outpatient Substance Abuse Counseling: Integrated therapy to help you understand use patterns and build healthy coping skills.
- Case Management: Dedicated advocates who help you navigate the healthcare system and connect you with housing, food, and vocational support.
- Medication Access: Support for accessing FDA-approved medications for opioid use disorder (MOUD), which can be a critical component of a successful recovery plan.
- Harm Reduction & Prevention: National and state-level efforts to reduce overdose deaths and provide community education.
This program is part of a larger effort administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) and the state of Virginia to ensure that addiction treatment is available to those who need it most.

For urgent, 24/7 evaluation and stabilization, our Crisis Receiving Center (CRC) is available for walk-ins with no appointment needed.
